In the libretto he's listed as "Squeegie man", I believe.

No, "Squeegie man" is the guy who keeps going "Honest living, honest living!" because he's carrying a squeegie and offering to wash cars. I believe the person who sings Christmas Bells is just listed as "Homeless", but I'm probably wrong.
