Nemesis pretty bad. Only Insurrection was worse. And yes, I am including The Final Frontier in here. (What? Any film with the line "What does God need with a starship?" is all right by me.)
Actually, I am not that fond of any of the TNG films. First Contact is probably the best of the lot.
